The motivation for this paper are the following questions: (1) What is the appropriate category of differential characters of degree \(3\) for a Lie groupoid that can be used as the input of prequantization via \(S^1\)-central extensions with pseudo-connections? (2) What is the sufficient and necessary condition on closed integral \(3\)-forms for the existence of prequantization \(S^1\) central extensions with pseudo-connections?\N\NIn the paper, an answer to these questions is given. A category \(\mathcal{D} \mathcal{C}_{\mathrm{ex}, 3-1}^3({G})\) of degree \(3\) differential characters of a Lie groupoid \(G\) is described. Let Preq be a prequantization functor from it to the category \(\operatorname{Gerb}_{\nabla}({G})\) of \(S^1\)-central extensions with pseudo-connections over \(G\). It is shown that Preq is an equivalence of categories, and the isomorphism classes of \(S^1\)-central extensions with pseudo-connections over \(G\) are classified. Then, the characterization is given for closed integral \(3\)-forms with prequantization \(S^1\)-central extensions and pseudo-connections for all Lie groupoids. Moreover, the group of flat \(S^1\)-central extensions over a Lie groupoid \(G\) is identified with \(H^2\left(C_{\mathrm{ex}}^*({G}, \mathbb{R} / \mathbb{Z})\right)\), the cohomology of a modification of the complex of singular cochains with coefficient in \(\mathbb{R} / \mathbb{Z}\). These results are also extended to differentiable stacks.
