Let \(f\) be a level \(1\) cusp form. Let \(q = p^3\), for an odd prime \(p\), and let \(\alpha\) be a primitive character modulo \(q\). For any \(\varepsilon>0\), it is shown the following upper bound for the second moment of the \(L\)-functions associated to \(f\), twisted along a coset of subgroup of the characters \(\psi\) modulo \(q^{2/3}\): \N\[\N\sum_{\psi\,(\mathrm{mod}\: q^{2/3}) }|L(f\otimes (\alpha.\psi), 1/2)|^2\ll_{f, \varepsilon} q^{2/3 +\varepsilon}.\N\]\NThis result should be seen as a \(q\)-aspect analogue of \textit{A. Good}'s result on upper bounds of the second moment of cusp forms in short intervals [Mathematika 29, 278--295 (1982; Zbl 0497.10016)].\N\NAs consequence, the author derives the following result about non-vanishing of \(L\)-functions within this family \N\[\N\# \left\{ \psi\,(\mathrm{mod}\: q^{2/3});\: L\left(f\otimes (\alpha.\psi), 1/2\right)\neq 0 \right\}\gg_\varepsilon p^{2-\varepsilon}. \N\]
