The content of the paper covers the following topics the Bernoulli polynomials and numbers, the Riemann zeta and the Hurwitz zeta functions, and Lehmer's question. The authors give many relations and formulas in order to evaluate values of the Bernoulli polynomials at rational numbers. With the aid of the explicit values of the Riemann zeta and the Hurwitz zeta functions at positive integers, the authors derive their results. They give many applications of their formulas. For instance, their formula to determine \(B_{2k}(t)\) when the denominator of \(t\) is 5, 8, 10, and 12 thereby answering Lehmer's 87 year old question. They also give some finite sums involving the Bernoulli polynomials and trigonometric functions.
