Császár introduced topogenous orders as a way to provide a unified study of topologies, uniformities, and proximities. Topogenous orders have been extened to the categorical setting, where they provide a unified approach to closure-, interior-, and neighborhood-operators and facilitate the study of quasi-uniform structures in categories. Following the introduction of categorical closure operators in [\textit{D. Dikranjan} and \textit{E. Giuli}, Topology Appl. 27, 129--143 (1987; Zbl 0634.54008)] and closure operators on forms (``formal closure operators'') in [\textit{M. Duckerts-Antoine} et al., Theory Appl. Categ. 32, 526--546 (2017; Zbl 1397.18007)], here the authors introduce topogenous orders on (appropriate) forms, or ``formal topogenous orders''. These include formal closure operators as a reflective subcategory. A special class of formal topogenous orders correspond to interior operators on forms. It is shown that a formal topogenous order which preserves codomains of cocartesian lifings (reflects domains of cartesian liftings) of a morphism is strict (final). Examples relating the results to the theta topology, the Skula topology, quasi-uniformities, and groups are given.
