Let \((P,\omega)\) be a compact symplectic manifold equipped with a Hamiltonian action of the torus \(T\) which Lie algebra is \(\mathfrak{t}\) and let \(J: P\rightarrow {\mathfrak t}^*\) (the dual of \(\mathfrak{t}\)) be the corresponding momentum map of the abovementioned action. Assuming that \(J\) is a proper map and that the action of \(T\) is effective, one can consider for each regular value \({\mu}\) of \(J\) the manifold \(J^{-1}(\mu)\) and its reduction \(P_{\mu} = J^{-1}(\mu)/T\) which is known to be a compact symplectic manifold. If \( H^*_T(P)\) is the \(T\)-equivariant cohomology of \(P\) one can consider also the Kirwan morphism \(k_{\mu} : H^*_T(P) \rightarrow H^*(P_{\mu})\). The main purpose of the paper under review is to derive the formula of \textit{V. Guillemin} and \textit{J. Kalkman} [J. Reine Angew. Math. 470, 123--142 (1996; Zbl 0837.57028)] considering a special equivariant cohomology class with compact support which can be associated quite naturally with any regular value of the momentum map. The new formula gives the jump produced by passing through a hyperplane in \({\mathfrak t}^*\) that separates two connected components of the regular values of \(J\) as a difference of two local constants derived in the paper.
