A singularly perturbed linear time-dependent controller system with time delays (pointwise and distributed) in the state variables is studied. The system consists of time delay differential equations describing its dynamics and delay-free algebraic equations describing its output. The case, where the delays are of the order of a small multiplier for a part of the derivatives in the differential equations, is treated. Asymptotic decomposition of this system into two subsystems, slow and fast ones, is carried out. The dynamics of the slow subsystems is described by a differential-algebraic delay-free subsystem, while the dynamics of the fast subsystems is described by a differential time delay system. Based on the decomposition of the original singularly perturbed system and using the auxiliary results, different sufficient conditions for the Euclidean space output controllability of this system are established.
