      Two Dehn surgeries on a knot are called cosmetic if they yield manifolds that are homeomorphic and are called chiral cosmetic if the homeomorphism reverses orientation. In this paper, the author studies small Seifert possibly chiral cosmetic surgeries on not necessarily null-homologous knots in rational homology spheres. More precisely, using an absolute semi-norm derived from the Culler-Shalen semi-norm, the author gives a sharp bound on the number of slopes producing the same small Seifert manifold if the ambient manifold satisfies some representation theoretic conditions. In fact, under such conditions, he proves that there are at most two distinct slopes which can produce the same oriented manifold after surgery.
