The paper provides a characterization in terms of a non-negative measure for the space of multipliers from the non-homogeneous Sobolev space \(H^2_s(R^n)\) to its dual \(H^2_{-s}(R^n)\). Many related results are presented such as an extension operator and weighted \(L^p\)-estimates for an area function.
