      The problem of the title arises as a mathematical model for a noise barrier (to shield motorways, railways and airports) whose surface is treated with two different acoustically absorbent materials. First an exact solution for the wave equation in all space excluding the half plane is obtained by a modified Wiener-Hopf technique for a mixed boundary value problem. Asymptotic expressions for the far field are also found.
