Let \(A=(t\partial_ t)^ h+A_ m(t,x,D_ x)(t\partial_ t)^{h- 1}+...+A_{hm}(t,x,D_ x)\) (\(m\in N)\). Assume that for all \((t,x)\in(- T,T)\times \Omega,\quad \xi \in R^ n\backslash \{0\},\) the polynomial \(\lambda^ h+a_ m(t,x,\xi)\lambda^{h-1}+...+a_{hm}(t,x,\xi)=0\) has \(h_+\) (resp. \(h_-)\) roots with Re \(\lambda >0\) (resp. Re \(\lambda <0)\), \(h_++h_-=h\). Then, the authors prove the following (a)-(c) by constructing parametrices: (a) Given \(\ell \geq 0\) and \(x_ 0\in \Omega\), there exists a neighbourhood \((-\delta,\delta)\times U\) of \((0,x_ 0)\) such that for every \(f\in C^{\infty}((-T,T)\times \Omega)\) there is a \(u\in C^{\ell}((-T,T)\times \Omega)\) for which \(Au=f\) in \((- \delta,\delta)\times U).\) (b) If \(h_+=0\), A is locally solvable near \(t=0\) in \(C^{\infty}\). (c) The operator A is partially hypoelliptic.
