The author introduces a system of axioms for projective Hjelmslev spaces. In contrast to some other papers [for instance: \textit{H. H. Lück}, J. Reine Angew. Math. 243, 121-158 (1970; Zbl 0204.210) and \textit{F. Rado}, J. Geom. 14, 75-102 (1980; Zbl 0481.51007)] the neighbour relations of points and lines are not the basic relations, but they are defined only in terms of incidence. Therefore, every homomorphism preserves the neighbour relations. The author shows that every H-subspace itself is a projective Hjelmslev space and every plane of a projective Hjelmslev space is a projective Hjelmslev plane in the sense of Klingenberg. Except for other results two important theorems are proved too. The first one is on isomorphism of Hjelmslev spaces: Two projective Hjelmslev spaces (P,\({\mathcal L})\), \((P',{\mathcal L}')\) are isomorphic if there exist two planes \(E\subset P\), \(E'\subset P'\) which are isomorphic, and if their bases have the same cardinality. The second one is the following: If the dimension of H - space is at least three then every plane is Desarguesian if every line has at least five pairwise non-neighbouring points. This paper is a part of the author's dissertation.
