The theory of operads works well when it considers multiplications and is not anymore useful when comultiplications are also involved. In this case one needs to pass to the theory of PROP's. Through the notion of PROP was introduced by Adams and MacLane in 60's the theory was developed only recently. For instance the Koszul duality for PROP's was considered by \textit{B. Vallete} [C. R., Math., Acad. Sci. Paris 338, 909--914 (2004; Zbl 1150.18305)]. The paper under review offers an explicit resolution for the PROP which corresponds to bialgebras. Since this PROP can be constructed using two PROPs related via distributive law [\textit{S. Lack}, Theory Appl. Categ. 13, 147--163 (2004; Zbl 1062.18007)] it is likely that the result of the paper can be generalized in a more general situation as it was done for operads by \textit{M. Markl} [Ann. Inst. Fourier 46, 307--323 (1996; Zbl 0853.18005)].
