The paper comments on recent claims on instantaneous propagation of the irrotational component of the full electromagnetic field as a physical observable in electromagnetic wave theory [\textit{A. Chubykalo, A. Espinoza, R. A. Flores, A. G. Rodriguez}, Found. Phys. Lett. 19, 37--49 (2006; Zbl 1117.78001)]. Using the full electromagnetic potentials, it is shown that this claim cannot be supported. Besides the development of the theory, using the Helmholtz-theorem and a Greens-function approach, specific examples show that the fields are always retarded, as it is common text book knowledge.
