Extremal Betti numbers are the non-zero top left ``corners'' in a zero block of Betti table (for example in Macaulay2 use ``betti'' function). Clearly from the definition, Castelnouvo-Mumford regularity and projective dimension can be readout of this special graded Betti numbers. This notion was introduced by \textit{D. Bayer} et al. [J. Algebra 221, No. 2, 497--512, Art. No. jabr.1999.7970 (1999; Zbl 0946.13008)] which are non-zero Betti number \(\beta_{i,i+j}\) such that for all \(l\geq i\), \(r\geq j\) and \((i,j)\neq (l,r)\) we have \(\beta_{l,l+r}=0\). In the same paper Bayer, Charalambous and Popescu showed that the extremal Betti numbers (positions as well as values) of graded submodules \(M\) of finitely generated free R-modules are the same as those of their generic initial modules, Gin\((M)\). Hence to understand that if a given sequence of integers can be the extremal Betti number of a graded submodule of a free \(R\)-module \(R^m\) it is sufficient to see whether this sequence is the sequence of extremal Betti numbers for a strongly stable submodule. \textit{J. Herzog} et al. [Proc. Am. Math. Soc. 142, No. 6, 1875--1891 (2014; Zbl 1291.13022)] have provided a numerical characterization of all possible extremal Betti numbers of any homogeneous ideal \(I\subset R\) and stated dimension of certain local cohomology vector space is computable by extremal Betti numbers. In an earlier paper of the author of the current paper and \textit{R. Utano} [Result. Math. 43, No. 3--4, 235--244 (2003; Zbl 1052.13007)] determined the possible extremal Betti numbers of strongly stable ideals with initial degree at least \(3\). In the current paper, the author determines the possible extremal Betti numbers of strongly stable ideals of initial degree \(2\). The main theorem is in section \(4\), Theorem 4.6, wherein sufficient and necessarily conditions are provided for a given sequence of integers to be the extremal Betti numbers of a strongly stable submodule of \(R^m\) with initial degree \(\geq 2\).
