From authors' summary: ``This is a systematic approach to deal with a theory with symmetries and to obtain the reduced effective theory out of it, taking into account the stratification which arises naturally by the action of a symmetry group G. Here the extension of some aspects of the G-theory to the infinite dimensional case, appropriate for the discussion of anomalies, has been done. This concept is then applied to a simple model which corresponds to the Aharonov-Bohm effect. The evaluation of the parity anomaly is given explicitly.''
