    For a nonnegative \(n\times n\) matrix B (B\(\geq 0)\), let \(\rho_ k(B)\), \(1\leq k\leq n\), denote the maximum spectral radius of all \(k\times k\) principal submatrices of B. Let \(M=\{A| A=tI-B\), \(B\geq 0\), \(t>\rho_ n(B)\}\) and \(F_ 0=\{A| A=tI-B\), \(B\geq 0\), \(\rho_{n-2}(B)\leq t<\rho_{n-1}(B)\}\). The main result of the paper provides bounds on the spectrum of an \(F_ 0\)-matrix using the Perron-Frobenius theory on the inverse. This result is then used to obtain bounds on the spectra of M- matrices and nonnegative matrices.
