    It is well-known that any closed connected orientable 3-manifold can be obtained by Dehn surgery on an integral framed link in \(\mathbb S^3\), and that framed links representing the same 3-manifold are related by the Kirby calculus. So the set of closed connected orientable 3-manifolds can be regarded as the set of framed links with an equivalence relation. It is also well-known that any integral homology 3--sphere can be obtained by Dehn surgery on links with framings \(\pm 1\) and linking number 0. In the case of homology integral 3-spheres, K. Habiro arranged Kirby calculus, preserving framings and linkings, and showed that this refinement suffices to relate all equivalent presentations [\textit{K. Habiro}, Geom. Topol. 10, 1285--1317 (2006; Zbl 1130.57028)]. The aim of this paper is to provide an extension of Habiro's result for 3-manifolds with first homology groups of odd prime orders. The author defines the set \(\mathcal I_p\) of framed links without linking numbers and with \(\pm 1\)-framing for all but one \(p\)-framed components, where \(p\) is an odd prime, and shows that Habiro's calculus suffices to relate all links in this set that have the same 3-manifold after surgery. Then he determines when a manifold \(M\) with \(H_1(M;\mathbb Z)\cong \mathbb Z_p\) is given by a link in \(\mathcal I_p\) and, for this class of 3-manifolds, he also gives the existence of the Casson-Walker invariant.
