The aim of this well written and interesting note is twofold: a) to call attention to several questions about algebraic surfaces with quotient singularities that have connections with the topology of 3- or 5-manifolds; b) to discuss about the possibility to adapt methods developed around the Bogomolov-Miyaoka-Yau inequality to the topological setting. The sections of the note are the following: 1. The orbifold Bogomolov-Miyaoka-Yau inequality; 2. The Montgomery-Yang problem; 3. \(H\)-cobordism and 3-manifolds; 4. Open problems on algebraic surfaces; 5. Examples of rational homology projective spaces.
