This paper studies the local geometry of a special class of \(3\)-manifolds. A generalized \((\kappa,\mu)\)-space is a \((2n+1)\)-dimensional contact metric manifold \((M,\eta,\xi,\varphi,g)\) such that for any vector fields \(X,Y\) we have \[ R(X,Y)\xi=(\kappa\operatorname{Id}+\mu h)(\eta(Y)X-\eta(X)Y), \] where \(h=\frac{1}{2}\mathcal{L}_\xi\varphi\), and \(\kappa,\mu\) are smooth functions on \(M\). This definition was introduced in \textit{D. E. Blair, T. Koufogiorgos} and \textit{B. J. Papantoniou} [Isr. J. Math. 91, No.~1--3, 189--214 (1995; Zbl 0837.53038)], and includes as special cases Sasakian manifolds (\(\kappa=1\)) and \(\eta\)-Einstein manifolds (\(\mu=0\)). In general it is true that \(\kappa\leq 1\). If \(\kappa\) and \(\mu\) are constants and \(\kappa<1\) then any such manifold is locally homogeneous by a result of \textit{E. Boeckx} [Arch. Math. 72, No.~6, 466--472 (1999; Zbl 0963.53007)]. On the other hand if \(\kappa\) and \(\mu\) are not constant then the manifold must necessarily be \(3\)-dimensional, and this is the case the authors consider. In this paper they assume that \(\xi(\mu)=0\), i.e. that \(\mu\) is constant along the trajectories of the Reeb vector field \(\xi\), and that moreover \(\kappa<1\). They then give a local classification of such manifolds, as well as a local construction procedure.
