    It is well known that a morphism \(Y\to\mathbb{P}^d\) is determined by a line bundle \(\mathcal{L}\) on \(Y\) and \(d+1\) sections of \(\mathcal{L}\) without common zeroes. More generally, a morphism \(Y\to X\), where \(X\) is a smooth toric variety, is determined by a collection of line bundles and sections on \(Y\) which satisfy certain compatibility and nondegeneracy conditions (a \(\Delta\)-collection) [\textit{D. A. Cox}, Tôhoku Math. J., II. Ser. 47, No. 2, 251--262 (1995; Zbl 0828.14035)]. This result extends to morphisms to simplicial toric varieties. The aim of this paper is to describe in a similar way morphisms \(Y\to\mathcal{X}\), where \(\mathcal{X}\) is a toric Deligne--Mumford stack, i.e., a smooth separated Deligne--Mumford stack whose coarse moduli space is a simplicial toric variety and the automorphism group of the generic point is not necessarily trivial. As an application of this description, some geometric properties of toric Deligne--Mumford stacks are deduced. In particular, it is shown that the rigidification with respect to the generic automorphism group \(\mathcal{X}\to\mathcal{X}_{\text{rig}}\) is isomorphic to the fibered product of roots of certain line bundles over \(\mathcal{X}_{\text{rig}}\). This result is used to obtain a classification of toric Deligne--Mumford stacks in terms of combinatorial data. The action of a Picard stack on a toric Deligne--Mumford stack is described. The morphisms \(\mathcal{Y}\to\mathcal{X}\) between toric Deligne--Mumford stacks are described in terms of homogeneous polynomials. Finally, two different definitions of toric stacks [\textit{L. A. Borisov, L. Chen} and \textit{G. G. Smith}, J. Am. Math. Soc. 18, No. 1, 193--215 (2005; Zbl 1178.14057) and \textit{I. Iwanari}, Compos. Math. 145, No. 3, 7180--746 (2009; Zbl 1177.14024)] are compared.
