    The present paper is part of the project to determine the set \(D(M)=\{\text{deg}f|\;f:M\to M\}\) for all closed oriented 3-manifolds \(M\). \(M\) is called geometrizable if each prime factor meets Thurston's geometrization conjecture. A result of the second author [Math. Ann. 297, 171--189 (1993; Zbl 0793.57008)] states that a geometrizable 3-manifold \(M\) admits a self-map of degree larger than 1 iff \(M\) is either (i) covered by a torus bundle over \(S^1\) or (ii) is covered by \(F\times S^1\) for a compact surface \(F\) with negative Euler characteristic or (iii) each prime factor of \(M\) is covered by \(S^3\) or \(S^2\times\mathbb{R}\). So if \(M\) does not belong to this list we must have \(D(M)=\{-1,0,1\}\) or \(D(M)=\{0,1\}\). For \(M\) with \(S^3\)-geometry \(D(M)\) has been determined in [\textit{X. M. Du}, Acta Math. Sin., Engl. Ser. 25, No.~8, 1243--1252 (2009; Zbl 1173.57300)]. In this article, \(D(M)\) is determined for torus-bundles and semi-bundles. The remaining cases will be dealt with in a forthcoming article by the authors with Hao Zheng. Thus, the authors present complete lists for \(D(M)\).
