    With a~cyclic quiver \(\Delta(n)\) (i.e. an oriented cycle with \(n\) vertices) one can associate the degenerate Ringel-Hall algebra \(\mathcal{H}_0(n)\). As a~\(\mathbb{Z}\)-module \(\mathcal{H}_0(n)\) has a~basis indexed by isomorphism classes of nilpotent representations of \(\Delta(n)\). The structure constans are given by evaluations of Hall polynomials in \(0\). The algebra \(\mathcal{H}_0(n)\) is a~specialization to \(q=0\) of the generic Ringel-Hall algebra \(\mathcal{H}_q(n)\). A~motivation for a~study of \(\mathcal{H}_q(n)\) is its connection with quantum enveloping algebra \(\mathcal{U}_v(\widehat{\mathfrak{sl}}_n)\) of the affine Lie algebra \(\widehat{\mathfrak{sl}}_n\). In particular, C. M. Ringel proved that the composition subalgebra \(\mathcal{C}_q(n)\) of \(\mathcal{H}_q(n)\) is isomorphic to the positive part of \(\mathcal{U}_v(\widehat{\mathfrak{sl}}_n)\). Moreover, O. Iyama showed connections of \(\mathcal{H}_1(n)\) with the enveloping algebras \(U(\mathfrak{gl}_n)\) and \(U(\mathfrak{sl}_n)\) of the complex Lie algebras \(\mathfrak{gl}_n\) and \(\mathfrak{sl}_n\), respectively. It is interesting to know a~description of \(\mathcal{H}_q(n)\) and its specializations by generators and relations. The authors investigate the degenerate Ringel-Hall algebra \(\mathcal{H}_0(n)\). The main result of the paper is Theorem 1.6 that gives a~presentation of \(\mathcal{H}_0(n)\) by generators and relations. The main tool developed in proofs is the \(\mathbb{Z}\)-algebra \(\mathbb{Z}\mathcal{M}(n)\) generated by the monoid \(\mathcal{M}(n)\) of generic extensions of nilpotent representations of \(\Delta(n)\). In fact, the authors give a~description of \(\mathbb{Z}\mathcal{M}(n)\) by generators and relations (Theorem 2.4). Theorem 1.6 is a~direct consequence of Theorem 2.4 and the fact that the algebras \(\mathcal{H}_0(n)\) and \(\mathbb{Z}\mathcal{M}(n)\) are isomorphic (Corollary 2.5). It is remarked in the paper that the isomorphism between \(\mathcal{H}_0(n)\) and \(\mathbb{Z}\mathcal{M}(n)\) was independently proved by S. Wolf. Some applications of the main result are presented. For example it is showed that composition subalgebras of \(\mathcal{H}_0(n)\) and \(\mathbb{Z}\mathcal{M}(n)\) admit multiplicative bases.
