The authors classify locally \(KK\)-trivial \(\mathbb Z^2\)-actions on the Kirchberg algebras, i.e., the actions such that the class of each automorphism in \(KK\) is trivial. It is shown that the cocycle conjugacy classes of such actions are in one-to-one correspondence with the elements of \(KK^1\).
