For a compact Lie group \(G\) the author shows the existence of a universal \(G\)-space in the class of all paracompact (respectively metrizable, and seperable metrizable) free \(G\)-spaces. The space is the product of Milnor's classifying bundle space for G and a universal space for the respective spaces without action. She also shows that such a universal space cannot be compact for the cyclic group \(G\) of order 2.
