The main problem under consideration is the boundary value problem \[ \frac{d^2u(t)}{dt^2}=Au(t), \quad t\in[0,a], \qquad u'(0)=\phi, \quad u'(a)=\psi, \] where \(A\) is a linear not necessarily bounded operator in a Banach space \(E\) with a dense domain \(D(A)\subset E\), \(u\) is a twice strongly differentiable function. The problem is called well posed if it has a unique solution for arbitrary \(\phi,\psi\in D(A)\), and its Fourier coefficients are \(O(n^{-2})\). The main result provides a criterion for the above problem to be well posed in terms of the operator \(A\). In the particular case when \(-A\) is the generator of a \(C_0\)-semigroup of negative type, the solution \(u\) can be represented via certain difference scheme based on Chebyshev operator polynomials.
