The set \(E^m(N)\) denotes the isotopy classes of embeddings of a closed connected \(n\)-manifold \(N\) into \(m\)-space \({\mathbb R}^m\). Then, \(E^m(S^n)\) has a group structure and acts on \(E^m(N)\) under some dimension condition. The author studies the action of \(E^7(S^4)\) on \(E^7(N)\) for a closed \(7\)-manifold \(N\) in the smooth category and provides some sufficient conditions that {\parindent7mm \begin{itemize}\item[(1)] the action is trivial (Theorem 1.1(a)), \item[(2)] the action is effective (Theorem 1.2). \end{itemize}} As a consequence of (1), the author obtains a condition that the surjectivity of the Boéchat-Haefliger invariant \(BH:E^7(N)\) \(\to\) \(\{x\in H_2(N;\mathbb Z)\;|\;x\;\text{mod}\;2=PDw_2(N),\;x\cap x=\sigma (N)\} \) is a bijection (Theorem 1.1(b)), If \(N={\mathbb C}P^2\), there exist just two embeddings of \(N\) into \(7\)-space up to isotopy and hence, there is a unique embedding up to isoposition.
