Abstract: Let mathfrako be a complete discrete valuation ring with finide residue field mathsfk of odd characteristic, and let mathbfG be a symplectic or special orthogonal group scheme over mathfrako. For any ellinmathbbN let Gell denote the ell-th principal congruence subgroup of mathbfG(mathfrako). An irreducible character of the group mathbfG(mathfrako) is said to be regular if it is trivial on a subgroup Gell+1 for some ell, and if its restriction to Gell/Gell+1simeqmathrmLie(mathbfG)(mathsfk) consists of characters of minimal mathbfG(mathsfkmalg) stabilizer dimension. In the present paper we consider the regular characters of such classical groups over mathfrako, and construct and enumerate all regular characters of mathbfG(mathfrako), when the characteristic of mathsfk is greater than two. As a result, we compute the regular part of their representation zeta function.
