The author introduces an ultraviolet spinor QED\({}_ 3\) cluster expansion without counter-terms and a phase cell decomposition based on ondelettes into spinor quantum electrodynamics in three dimensions. Contents include: an introduction; estimates on numerical factors; elementary stability; the Fermi mass diagram; expansion step of the third kind; Furry's theorem as an expansion step; and an appendix. As the author comments, this paper is primarily meant to publicize the language of ondelette diagrams, and he proposes to investigate the combinatorial aspects of the convergence proof in a subsequent paper.
