The main question of this book is improvement of management quality. The special actual problem is to provide high living standard under the condition of high development rate and development efficiency. Scientific technical progress, structural variations, and new management approaches are discussed. In solving these problems, a set of correlate complex tasks appears. Its solving is dispersed to different organizations, firms, subdivisions. Coordinated solving of these tasks is impossible without creating millions of working stations. However, it is not sufficient to have only personal computer. For obtaining real results its necessary to create new effective man-machine informational technologies and to create man-machine distributed system for creating coordinated decisions. This book is devoted to the questions of creating and utilization of such systems. Part 1 of the book contains the description of the distributed systems and algorithms for creating management decisions. Part 2 is devoted to the mathematical models and algorithms. An appendix contains the fragment of the programme ``The `Small' Energetics of Russian Towns and Villages.
