The Lazarsfeld-Rao property was initially formulated for curves in \({\mathbb P}^3.\) It states that each even liaison class of curves has minimal elements and any curve in the even liaison class that is not minimal can be obtained from a minimal curve by a finite sequence of ascending basic double links, followed by a deformation. This result has been generalized in several directions: it was proved for \(2\)-codimensional locally Cohen Macaulay schemes [\textit{E. Ballico, G. Bolondi} and \textit{J. Migliore}, Am. J. Math. 113, 117--128 (1991; Zbl 0754.14032)]; it was proved taking as ambient scheme an arithmetically Gorenstein scheme in [\textit{G. Bolondi} and \textit{J. Migliore}, Manuscr. Math. 78, 347--368 (1993; Zbl 0813.14035)] and most recently in [\textit{R. Strano}, P.A.M.S. 132, 649--658 (2004; Zbl 1053.14036)] it was shown that using elementary biliaison one can eliminate the deformation at the last step. In this paper, using ideas from the papers mentioned above, the author proves the Lazarsfeld-Rao property for biliaison equivalence classes of codimension \(2\) subschemes without embedded components on an integral projective scheme \(X\) satisfying condition \(S_3\) of Serre with \(H^1_*({\mathcal O}_X)=0.\) Moreover, a version of Rao's Theorem for a three-codimensional arithmetically Gorenstein scheme is given.
