    This paper deals with the center problem and the bifurcation of limit cycles for degenerate singular points in planar polynomial vector fields. In the introduction, a complete summary of the known results on the subject, including a plenty of references, is given. One of the conjectures given in this part needs to be updated since the work of \textit{H. Zoladek} [Nonlinearity 8, No. 5, 843--860 (1995; Zbl 0837.34042)] shows that there exist cubic systems in which 11 limit cycles bifurcate from a unique singular point, which is of center type. The authors consider a quintic polynomial differential system with a small parameter and eight normal parameters, whose origin is a degenerate singular point of focus-center type. The first five singular point quantities (also called generalized Lyapunov quantities) are derived from a recursion formula using a Bautin-type method. Then, it is shown that these first five singular point quantities are sufficient to characterize the stability of the origin. Finally, a quintic system is given in which 5 limit cycles in a neighborhood of the origin can bifurcate. Moreover, the positions of these limit cycles are located by using a result described by \textit{Yirong Liu} [Sci. China, Ser. A 44, No. 3, 365--377 (2001; Zbl 1012.34027)].
