Let \(M_{\mathbb{P}^2}(d,r)\) be the moduli space parametrizing 1-dimensional semistable sheaves on \(\mathbb{P}^2\) with first Chern class \(dH\) and Euler characteristic \(r\), where \(H\) is the hyperplan class. According to the literature, every 1-dimensional pure sheaf on \(\mathbb{P}^2\) admits a locally free resolution of length 1 and the two locally free sheaves can be chosen to be direct sums of line bundles. Hence we can assign every such sheaf to a matrix with entries polynomials in the homogenous coordinates on \(\mathbb{P}^2\). The matrix is not uniquely determined by the sheaf, but unique up to some group action. Thanks to this assignment, the action of the torus \(T\) on \(M_{\mathbb{P}^2}(d,r)\) is very explicit. The author determines the Poincaré polynomial and the integral homology groups of the moduli space \(M_{\mathbb{P}^2}(5,3)\) by determining the \(T-\)fixed locus and the \(T-\)representation of the tangent spaces at the fixed points. The result of the paper agrees with Yuan's which uses the cellular decomposition.
