    The classical problem of characterizing submanifolds \(M^n\) with constant (parallel) mean curvature vector or constant scalar curvature in a Riemannian space form \(\mathbb{Q}_c^{n+p}\) of constant sectional curvature \(c\) has received the attention of many important geometers and is still a source of interesting new problems. In the present paper the authors deal with complete Weingarten submanifolds \(M^n\) immersed with parallel normalized mean curvature vector field in a Riemannian space form \(\mathbb{Q}_c^{n+p}\) with \(n \geq 4\). They obtain an extension of the generalized maximum principle of Omori-Yau and use it to show that such a submanifold \(M^n\) must be either totally umbilical or isometric to a Clifford torus when \(c=1\), a circular cylinder when \(c=0\) or a hyperbolic cylinder when \(c= - 1\). They also study the parabolicity of these submanifolds with respect to a so-called Chang-Yau modified operator.
