    The reviewed paper is the second in a series that discusses the growth of eigen-solutions of \(-\Delta u+Vu=\lambda u\) on connected non-compact complete Riemannian manifolds. The author gives an effective and new way to verify the positivity (or non-negativity) of the initial energy for non-simply connected manifolds. Using a class of test functions introduced by \textit{H. Kumura} [Bull. Lond. Math. Soc. 43, No. 5, 985--1003 (2011; Zbl 1227.58009)] and developing the methods of that paper, the author proves that \(u\) is exponentially decaying.
