The author establishes a dimension formula (pp. 1015, 1019, and 1061) for spaces of holomorphic Siegel cusp forms of any degree and any scalar- or vector-valued weight, and for any arithmetic modular group \(\Gamma\) subject to the following condition: Every element \(\gamma \in \Gamma\) is unipotent if \(\gamma^m\) is unipotent for some positive integer \(m\). This, in particular, restricts \(\Gamma\) to be neat. The dimension formula is given in terms of special values of Shintani zeta functions and specific representation theoretic coefficients associated with the weight, which is a representation of \(\mathrm{GL}_r(\mathbb{C})\). In the case of scalar-valued weights, the latter is trivial and in general it can be evaluated for every fixed weight. The relevant values of Shintani zeta functions can be evaluated for whole families of subgroups. The author provides the details for the principal congruence subgroup to obtain a dimension formula in terms of Bernoulli numbers.
