This rather long paper is devoted to the study of partial differential operators whose coefficients are generalized (in the sense of Colombeau) constants. A short but comprehensive review of the necessary tools (topology, duality, convolution, Fourier--Laplace transform) in the Colombeau framework is given in Section~2. The main result, i.e., the existence of a fundamental solution under suitable conditions on the characteristic polynomial, is proven in Section~3. This result is then applied to the study of solvability (and also regularity) of problems with general right-hand side. It is also shown that properties of fundamental solutions relate to the concepts of ellipticity and hypo-ellipticity. Several concrete examples of operators and their of fundamental solutions are studied in some detail.
