    Let \(f_0,\dots,f_n\) be homogeneous polynomials of the same degree in the polynomial ring \(R=\pmb k[x_1,\dots,x_n]\). Assume that the ideal \(I=(f_0,\dots,f_n)\) is perfect of height two and that the minimal number of generators of \(I_p\) is at most the dimension of \(R_p\) for all prime ideals \(p\) of \(R\) with \(p\) not equal to the maximal homogeneous ideal of \(R\). This paper studies the defining ideal \(\mathcal A\) of the Rees algebra \(R[It]\). Interesting elements of \(\mathcal A\) are obtained using Buchsbaum-Eisenbud multipliers. The bi-degrees of a minimal generating set of \(\mathcal A\) are determined, in the general case, when \(n=3\). One may apply Jouanolou's duality in order to record these minimal generators explicitly.
