Continuing in the modern theme of interactions between equivariant stable homotopy theory and structured ring spectra, this paper studies modules over equivariant ring spectra, with a view to Bousfield localizations of such objects. In more detail, the authors explain the point-set and homotopical properties of operadic modules over \(N_\infty\)-ring spectra, for the \(N_\infty\)-operad the \(G\)-equivariant linear isometries operad (\(G\) is a finite group). A fundamental method is to move from the difficult notion of algebras over an operad to a setting where \(N_\infty\)-ring spectra are commutative monoids. Thus, operadic modules can be studied via (strict) modules over these commutative monoids. In this setting, a norm functor is constructed for each subgroup \(H \leqslant G\). This functor is symmetric monoidal, homotopical and part of a Quillen adjunction on commutative ring objects. This work allows the authors to discuss localisations of equivariant ring spectra and \(N_\infty\)-algebras. The interest in, and source of the difficulty behind, localizing equivariant ring spectra is that localizations tend to destroy the norm structures that occur on commutative monoids in equivariant spectra. The authors give a statement of which category (or rather, for which universe) \(LR\) is a commutative monoid object, for \(L\) a localization functor and \(R\) a commutative monoid. The paper finishes with a collection of examples and applications: isotropic localization, idempotent splittings of the sphere spectrum, nonflat arithmetic localization and chromatic localization. Technical results are taken from Appendices A and B of \textit{M. A. Hill} et al. [Ann. Math. (2) 184, No. 1, 1--262 (2016; Zbl 1366.55007)].
