The local spectral radius of a bounded linear operator \(T\) on a complex Banach space \(X\) at a vector \(x\in X\) is defined by \(r_{T}(x)=\limsup_{n\to \infty}\| T^n x\|^{1/n}\). Let \(\varphi\) be a linear and surjective mapping on \(B(X)\), the Banach algebra of all bounded operators on \(X\). It is proved that \(\varphi\) preserves local spectral radius zero in the sense that \(r_{T}(x)=0\) if and only if \(r_{\varphi(T)}(x)=0\) precisely when there exists a nonzero complex number \(c\) such that \(\varphi(T)=cT\) for all \(T\in B(X)\). In the case of two Banach spaces, the following result is proved. Let \(X\) and \(Y\) be complex Banach spaces and let \(\varphi: B(X)\to B(Y)\) be a linear bijection such that there exists \(B\in B(Y,X)\) with the property: \(r_T(By)=0\) if and only if \(r_{\varphi(T)}(y)=0\) for all \(y\in Y\), then \(B\) has to be invertible and there exists \(c\neq 0\) such that \(\varphi(T)=cB^{-1}TB\) for every \(T\in B(X)\).
