    The authors study nonnegative measure-solutions to scalar conservation laws \(u_t+\varphi(u)_x=0\). Under suitable assumptions on the flux function and the initial measure they establish existence and uniqueness of entropy measure-solutions. The behavior of the singular parts of the solutions is also described.
