The author introduces the notion of \textit{Milnor-Witt cycle module} over a perfect field \(k\). It extends the notion of cycle module of \textit{M. Rost} [Doc. Math. 1, 319--393 (1996; Zbl 0864.14002)] by replacing the action of Milnor \(K\)-theory by the action of Milnor-Witt \(K\)-theory and adding necessary twists by virtual bundles. The elementary properties of Milnor-Witt cycle modules are developed, homotopy invariance is proven for their associated cohomology and the relationship with the original cycle modules of Rost is explained. This paves the way for the identification of the category of Milnor-Witt cycle modules with the heart of the homotopy t-structure of the stable homotopy category of schemes \(\mathcal{SH}(k)\) of \textit{F. Morel} and \textit{V. Voevodsky} [Publ. Math., Inst. Hautes Étud. Sci. 90, 45--143 (1999; Zbl 0983.14007)], or as consequence as the heart of the derived category of Milnor-Witt motives \(\widetilde{\operatorname{DM}}(k)\) defined by \textit{F. Déglise} and \textit{J. Fasel} [``MW-motivic complexes'', Preprint, \url{arXiv:1708.06095}]. This comparison is left for future work by the author, but it clearly motivates the notion of Milnor-Witt cycle module, which thus (conjecturally) provides a rather elementary description of the heart of the fundamental but intractable category \(\mathcal{SH}(k)\).
