    Control systems described by a second order semilinear abstract functional differential equation with infinite delay are considered. These equations are often also called neutral type equations. It is assumed that both the phase state and the control are elements of corresponding Hilbert spaces. The goal of the work is to establish a characterization of the approximate controllability of a linear system and to compare the approximate controllability of a semilinear system with the approximate controllability of the associated linear system. The general statements are illustrated with an example of nonlinear wave equation with infinite delay.
