    Let \(\Gamma\backslash\mathbb H^3\) be a finite-volume quotient of the upper-half space, where \(\Gamma\subset \text{SL}(2,\mathbb C)\) is a discrete subgroup. Let \(\chi\) be a finite dimensional unitary representation of \(\Gamma,\) and let \(Z(s;\Gamma;\chi)\) be the Selberg zeta function (see [\textit{A. B. Venkov} and \textit{P. G. Zograf}, Math. USSR, Izv. 21, 435--443 (1983); translation from Izv. Akad. Nauk SSSR, Ser. Mat. 46, No. 6, 1150--1158 (1982; Zbl 0514.10023), \textit{J. Elstrodt, F. Grunewald} and \textit{J. Mennicke}, Groups acting on hyperbolic space. Harmonic analysis and number theory. Berlin: Springer (1998; Zbl 0888.11001); the reviewer, Math. Z. 250, No. 4, 939--965 (2005; Zbl 1135.11026)]). In this paper the Artin formalism for the Selberg zeta function is proven, that is if \(\tilde\Gamma\) is a finite index group extension of \(\Gamma\) in \(\text{SL}(2,\mathbb C)\), and \(\pi=\text{Ind}_{\Gamma}^{\tilde\Gamma}\chi\) is the induced representation, then \(Z(s;\Gamma;\chi)=Z(s;\tilde\Gamma;\pi)\). A similar identity is proven for the automorphic scattering matrix (the constant term for the Fourier expansion at a cusp of the Eisenstein series (see [loc. cit.]): \[ \phi(s;\Gamma;\chi)=\phi(s;\tilde\Gamma;\pi). \] The above identity requires an appropriate normalization of the Eisenstein series. For each conjugacy class of parabolic fixed points, one associates an Eisenstein series by choosing an element of \(\text{SL}(2,\mathbb C)\) to map the cusp to the cusp at \(+\infty.\) So, in general the above identity could contain an extra holomorphic factor in it. The method of proof avoids using the Selberg trace formula. Rather, instead of comparing traces of automorphic kernels [see the reviewer, Proc. Am. Math. Soc. 136, No. 10, 3395--3404 (2008; Zbl 1157.11021)], they compare the kernels themselves.
