    To each natural number \(n\geq 1\) the author defines the equivalence relation \[ i{\mathcal R}j\Longleftrightarrow [n/i]=[n/j]. \] Each equivalence class is represented by its largest element ( which is \(\infty\) for the unbounded class). Let \({\mathcal S}\) be the set of finite representatives.and \[ {\mathcal M}_n=(M([n/ij]))_{i,j\in {\mathcal S}}, \] where \(M(x)=\sum_{n\leq x}\mu(n)\) is Mertens' function. The author proves that the Riemann hypothesis is true if \[ \forall \varepsilon>0,\quad\|{\mathcal M}_n\|=O(n^{\frac 12 +\varepsilon}), \] where \(\| {\mathcal M}_n\|\) is the quadratic norm of the matrix \({\mathcal M}_n\).
