The author considers rough oscillatory singular integrals of the form \[ Tf(x)= \text{p.v. }\int_{\mathbb{R}^n} e^{iP(x,y)} \Omega(x- y) h(x-y)|x-y|^{-n} f(y) dy \] on the weighted spaces \(L^p_\omega\) with \(1<p<\infty\) and \(n\geq 2\), where \(\Omega\in L\log L(S^{n- 1})\) is homogeneous of degree zero and has mean value zero over the unit sphere \(S^{n-1}\), \(P(x,y)\) is a real polynomial and \(h\in \text{BV}[0,\infty)\). Let \[ S_\Omega= \{x\in\mathbb{R}^n:|x|\leq|\Omega(x)|^{1/n}\}. \] Then \(S_\Omega\) is star-shaped about the origin and \(S_\Omega= \bigcup^\infty_{m= 0}S_m\), where \(S_m= \{x\in S_\Omega, 2^{m- 1}<|\Omega(x)|\leq 2^m\}\) for \(m\geq 1\) and \(S_0= \{x\in S_\Omega:|\Omega(x)|\leq 1\}\). Let \(S\subseteq \mathbb{R}^n\) be star-shaped about the origin. A stratified starlike cover of \(S\) is a collection of rectangles \(\{R_{m,k}\}\), \(m\geq 0\), \(1\leq k< k_m\) with \(0\leq k_m\leq \infty\), that satisfies: 1. Each \(R_{m,k}\) is centered at the origin and the length of the longest side of \(R_{m,k}\) is comparable to \(2^m\). 2. For all \(m\geq 0\), \(S_m\subset \bigcup_k R_{m,k}\) up to a set of measure zero and \(\sum_k|R_{m,k}|\leq c|S_m|\), where \(c\) is independent of \(m\) and \(k\). The author proves the following: Theorem 1. Suppose there exist \(r>1\), \(K_{m,k}> 0\) such that the weight \(\omega\) satisfies \[ \Biggl(|R|^{- 1} \int_R\omega\Biggr)^{1/p} \Biggl(|R|^{- 1}\int_R \omega^{-rp'/p}\Biggr)^{1/rp'}\leq K_{m,k}|R_{m,k}|^{- 1}\text{ if }1< p\leq 2, \] \[ \Biggl(|R|^{- 1}\int_R \omega^r\Biggr)^{1/rp} \Biggl(|R|^{-1} \int_R \omega^{-p'/p}\Biggr)^{1/p'}\leq K_{m,k}|R_{m,k}|^{-1}\text{ if }2\leq p<\infty, \] for all \(m\geq 0\), \(1\leq k< k_m\), and for all translates and dilates \(R\) of \(R_{m,k}\). Further, suppose that the constants \(K_{m,k}\) satisfy \(\sum^\infty_{m=0} \sum^{k_m- 1}_{k= 1}(m+ 1)K_{m,k}< \infty\). Then \(T\) can be extended to a bounded mapping on \(L^p_\omega(\mathbb{R}^n)\) and whose operator norm is independent of the coefficients of \(P(x,y)\). The author also gives examples of weights satisfying the conditions in the theorem, including the power weight \(|x|^\beta\) with \(-1<\beta< p-1\).
