In this paper, optimal control problems are considered, where the state is linked to the control through an abstract semilinear differential equation that contains the infinitesimal generator of a strongly continuous semigroup in a separable Banach space. For the corresponding initial value problem mild solutions are considered. In the optimal control problem also state constraints that are pointwise in time are included. For a Mayer problem with a general differentiable objective function, necessary optimality conditions are derived. They generalize the constrained Pontryagin Maximum Principle (PMP) to this setting: The optimality conditions include a measure-driven adjoint equation, a minimality condition and the transversality property. An essential assumption for the result is an inward pointing condition on the constraint. The authors provide sufficient conditions for the normality of the PMP. The results are applied to models involving controlled PDEs namely the sine-Gordon equation and a heat equation.
