    Let \(X_+\) and \(X_-\) be toric Deligne-Mumford stacks, and let \(\phi: X_+ -\; \to X_-\) be a K-equivalence that arises from a wall-crossing of GIT stability conditions. Let \(T\) be the corresponding torus and \(H^*_{\text{CR},T}(X_{\pm})\) be the \(T\)-equivariant Chen-Ruan cohomology groups. The \(T\)-equivariant quantum connection is a pencil of flat connections (with the pencil variable \(z\in \mathbb C^*\)) on the trivial \(H^*_{\text{CR},T}(X_{\pm})\)-bundle over an open set in \(H^*_{\text{CR},T}(X_{\pm})\). Let \(\tau \in H^*_{\text{CR},T}(X_{\pm})\) be the coordinate on the base of the bundle. The main result of the paper under review proves that: (1) the equivariant quantum connections of \(X_{\pm}\) become gauge-equivalent after analytic continuation in \(\tau\), via a gauge transformation \(\theta(\tau, z): H^*_{\text{CR},T}(X_{-}) \to H^*_{\text{CR},T}(X_{+})\) which is homogeneous of degree zero, regular at \(z =0\), and preserves the equivariant orbifold Poincaré pairing. (2) there exists a common toric blowup \(\widetilde X\) of \(X_{\pm}\) such that gauge transformation \(\theta\) coincides with the Fourier-Mukai transformation \(FM: K^0_T(X_-) \to K^0_T(X_+)\) via a certain equivariant Gamma-integral structure on equivariant quantum cohomology. The Gonzalez-Woodward general wall-crossing formula [\textit{E. Gonzalez} and \textit{C. Woodward}, ``A wall-crossing formula for Gromov-Witten invariants under variation of GIT quotient'', \url{arXiv:1208.1727}] for Gromov-Witten invariants under variation of GIT quotient must imply the non-equivariant version of (1), however the method of the paper under review gives a much more explicit relationship between the genus zero Gromov-Witten theories. Part (1) above implies the CIT/Ruan style Crepant Transformation Conjecture whenever the latter makes sense. In this case the symplectic transformation involved can be expressed in terms of the gauge transformation \(\theta\). The main ingredients in the proof of the main result are the Mirror Theorem for toric stacks and the Mellin-Barnes method. The first ingredient determines the equivariant quantum connection in terms of a certain cohomology-valued hypergeometric function called the \(I\)-function, and the second ingredient gives a way to analytically continue the \(I\)-functions for \(X_{\pm}\). The paper under review also proves a parallel result for the case where \(X_{\pm}\) are complete intersections in toric Deligne-Mumford stacks and \(\phi\) again arises from a toric wall-crossing.
