The main goal of the paper is to characterize non-smooth pseudodifferential operators by their mapping properties. Using the ideas from the work of \textit{J. Ueberberg} [Manuscr. Math. 61, No. 4, 459--475 (1988; Zbl 0674.47033)], it was shown that every linear operator, which satisfies some specific continuity assumptions, is a non-smooth pseudodifferential operator with coefficients in a Hölder space.
