    Using extensively the properties of the periodic unfolding operator, the authors study optimal control problems for elliptic partial differential equations posed in high oscillating domains, where the oscillatory part is made of two materials with high contrasting conductivities (or diffusivity). In this setting, the low-contrast material acts as near insulation in-between the high-conducting materials.
