    Let \(X\) be a smooth complex algebraic variety, let \(\mathbf f = (f_1, \dots , f_r)\) be an \(r\)-tuple of regular functions on \(X\). Then the Bernstein-Sato ideal \(B_{\mathbf f}\) of \(\mathbf f\) is the ideal of \(\mathbb C[s]\)-module annihilators of the quotient \(D_X[s]\mathbf f^s/D_X[s]\mathbf f^{s+1}\). The author shows that when \(B_{\mathbf f}\) is a Cohen-Macaulay \(D_X[s]\)-module then the zero locus of \(B_{\mathbf f}\) coincides with the set of roots of the classical \(b\)-function associated with the product \(f_1 \times \dots \times f_r\). Then, based on this criterion, he analyzes the cases of free and central hyperplane arrangements, proves a conjecture of \textit{N. Budur} [Ann. Inst. Fourier 65, No. 2, 549--603 (2015; Zbl 1332.32038)] for complete factorizations of central essential irreducible hyperplane arrangements, and discusses some related questions.
